Works timetable in Barcelona: what the ordinance says
In short
According to the Barcelona environmental ordinance, general works take place from Monday to Friday from 8 to 21 hours, services and utility works from 8 to 18, and machinery operates from 8 to 20. Night or weekend work is subject to express authorisation from the Ajuntament, except for the ordinance's exceptions (emergencies and works that cannot be done by day).123
What hours can work be done, and what changes for machinery?
According to the ordinance, there are different limits. General works operate from Monday to Friday from 8 to 21 hours. Services and utility works from 8 to 18 hours. And machinery has its own slot, from 8 to 20 hours.1 The machinery slot (8 to 20) is shorter than that for general works (8 to 21).1
If you are thinking of renovating a flat, note that this section of the ordinance refers to general works. The sources we have read do not distinguish between major works, minor works or interior renovation of a home, so we do not invent different slots by type of work.
Only in special cases where their seriousness, complexity or urgency calls for it can the timetable be varied on a prior application to the Ajuntament, which sets the new timetables with reasons.1
And Saturdays, Sundays and public holidays?
This is where the most doubt lies, and we say so plainly: the sources we have read do not give a Saturday, Sunday or public holiday timetable. The ordinance sets the timetable from Monday to Friday and we have not found a weekend slot in it. Some third-party pages give weekend hours, but we have not been able to check them against the ordinance, so we do not repeat them. Nor have we read how the ordinance treats a public holiday on a weekday, and we make no claim about that.
What the ordinance does say is that night and weekend work, outside the exceptions, must be requested and expressly authorised by the Ajuntament, which may consider asking for an acoustic impact study.1 In other words, it is not a free timetable you can rely on on your own initiative.
The exceptions set out in the ordinance are these: urgent works to restore essential services (electricity, water, gas, telephone), works intended to prevent an imminent risk or danger to people or property, and works whose nature makes daytime or weekday execution unfeasible.1
If you want the company to work on a Saturday, that is not a given: ask whether it has the Ajuntament's authorisation for that day.1
Machinery, noise and loading materials
The ordinance obliges those carrying out works to adopt the measures needed to meet the noise limit values of the area where they work, going, if necessary, as far as stopping the noise source or fitting silencers. In addition, machine engines must be switched off when not in use, and compressors and noisy machinery within 50 metres of occupied buildings operate with the bonnet closed.1
The loading and unloading of construction materials has its own timetable: from 7 to 21 hours during the day. From 21 to 7 hours it is only allowed if the holder notifies the Ajuntament of the start with a certificate that the noise does not exceed the night-time limit values.1
This guide gives no decibel figures, because we have not read the annexes with the limits per time slot.
If you hire a company: a written quote with dates
If you are hiring the renovation, ask for a written quote that includes the dates. According to the Catalan Consumer Code, when it is not possible to fix the price exactly in advance, you have the right to a written quote with the identity and address of the provider, the operations, the amount, the period of validity and the approximate date and expected duration of the service. That quote binds the provider until its period of validity expires.3 You can consult the text of the Catalan Consumer Code in the BOE.
The same code states that sums paid in advance must be guaranteed.3
To find out which procedure your works need, check the procedure on the municipal website.
Frequently asked questions
Is there a special timetable during a heatwave?
According to a press release from the Ajuntament, under the alert or emergency level of the heatwave action plan, a mayoral decree allows works to start at 7 and finish at 21 hours, while machinery and noisy work remain limited to 8 to 20 hours. It is a press release and we have not read the decree, so it may not be in force now. Before planning anything with that margin, confirm it with the Ajuntament.
What should I do if works are carried out outside the permitted hours?
This guide does not explain the complaints procedure or the penalties, because we have not read that part of the ordinance or an official reporting channel. If you want to check whether your neighbour's works have permission to work outside the slot, the ordinance says that such permission is granted expressly by the Ajuntament. To find out how to report it, check the municipal website.
Which text of the ordinance does this guide use?
It uses the approved text of the Barcelona environmental ordinance, published in the Municipal Gazette (Gaseta Municipal). We have not found a later consolidated version nor checked whether those articles have been amended, so check the time slots against the Ajuntament website. We have also not read your community of owners' rules, which may be stricter, nor the decibel noise limits.
